About The Consultancy
Plan International Nigeria invites qualified and experienced consultancy firms or individual consultants to provide consultancy services for the review and translation of flood messages covering flood early warning, preparedness, adaptation, resilience, and post-flood occurrences.
- The messages will be used across different communication platforms, including SMS, radio jingles, and posters.
- The consultancy aims to bridge the gap between technical flood forecasting and community mobilisation by transforming technical information into clear, culturally appropriate, trusted, and actionable messages that communities can understand and respond to.
Background
Communities across Yobe and Adamawa States face increasing vulnerability to seasonal flooding due to the combined effects of climate change and protracted humanitarian needs.
Although technical meteorological information is available, vulnerable communities may lack access to reliable communication channels or may find existing warnings too technical or linguistically inaccessible.
- Through the Zurich Alliance ZCRA Project, Plan International seeks to improve the delivery of localized flood-risk information and promote anticipatory action through trusted communication channels, including partnerships with telecommunications providers.
Scope Of The Consultancy:
The selected consultant or firm will support the review, localisation, translation, validation, and finalisation of flood resilience messages.
Key Activities:
Review existing English flood messages for clarity, relevance, accuracy, and actionability.
- Translate and culturally localise messages into Hausa and Fulfulde.
- Ensure messages reflect the cultural context, terminology, local realities, and communication preferences of communities in Yobe and Adamawa States.
- Develop clear calls to action addressing what is happening, where it is happening, the severity of the situation, and what recipients should do.
- Support audience segmentation based on different community vulnerabilities and stakeholder groups.
- Review community perceptions, sentiment, potential skepticism, and warning fatigue.
- Develop sample SMS messages, radio jingles, and posters for different flood scenarios.
- Support message testing with communities and incorporate feedback into the final messages.
- Refine message templates and scripts based on field-testing results.
- Support development of messages that promote preparedness, adaptation, resilience, and appropriate post-flood actions.
Key Deliverables:
Message Template Library containing pre-approved multilingual scripts for different flood severity levels.
- Multi-Channel Strategy Map providing guidance for platform-specific communication.
- Validation Report documenting message testing, feedback, and subsequent refinements.
- Reviewed and translated flood messages in Hausa and Fulfulde.
- Sample flood-alert posters, radio jingles, and SMS messages.
- Final revised messages incorporating feedback from message-testing sessions.
Consultant Requirements:
- The consultant or firm should have relevant qualifications and demonstrated experience in message development, translation, communication, community engagement, or related areas.
The consultant must have:
In-depth understanding of the cultural context of communities in Yobe and Adamawa States.
- Strong understanding of Northern Nigeria communities and communication contexts.
- Ability to speak, read, and write Hausa and Fulfulde.
- Experience translating technical or development-related information into accessible community messages.
- Ability to develop clear, action-oriented communication materials.
- Understanding of local cultural nuances and terminology.
- Ability to incorporate community feedback into communication materials.
- Strong communication, analytical, and stakeholder engagement skills.
Tender Pricing:
All prices should be quoted in Nigerian Naira and must include VAT.
- International firms may also quote in USD.
- Plan International will not disclose the budget for this tender. Bidders are expected to submit their best possible financial offer.
- The successful bidder will be required to pay staff working on the contract at least the National Living Wage.
