Job Purpose

The Monitoring, Evaluation and Learning (MEL) Lead ensures that IWEI's evidence generation is rigorous, rights-based, and rooted in the lived realities of the women, girls, and children we serve.

  • This role designs and drives the organization - wide MEL framework across the three thematic pillars - Quality Education, Protection & Justice, and Livelihood Support - ensuring that data collection is safe, ethical, and age-appropriate for participants aged 7–24.
  • Beyond tracking numbers, the MEL Lead builds a culture of learning:
  • Turning evidence into decisions, community feedback into program adaptation, and program results into a compelling, honest account of IWEI's impact for donors and partners.

Job Description

MEL Framework & Design

Design and lead the organization-wide MEL

  • framework, ensuring indicators across all three thematic pillars capture both reach and rights-based outcomes for women, girls, and children.
  • Design MEL frameworks, indicators, and
  • log-frames to strengthen new project proposals, in coordination with Program
  • Leads and the Executive Director.
  • Evaluations & Assessments
  • Lead or commission baseline, midline, and
  • endline evaluations for key projects, ensuring methodological rigor and alignment with donor and organizational learning needs.
  • Manage external evaluators and consultants
  • engaged for independent evaluations, ensuring quality assurance and adherence
  • to IWEI's ethical and safeguarding standards.

Safe & Ethical Data Collection

Develop safe, age- and gender-appropriate data collection tools and methodologies - surveys, interviews, focus group discussions - that embed informed consent and child-appropriate assent protocols, and protect the dignity and confidentiality of survivors and other participants requiring additional safeguarding.

Ensure MEL data systems and storage - particularly records involving minors and survivors of abuse or exploitation - comply with data protection standards and are accessible only on a need-to-know basis.

Own and maintain IWEI's data protection and

consent protocol for program and participant data — distinct from HR's personnel data protocols — ensuring appropriate safeguards for information on minors and survivors.

Data Collection, Analysis & Reporting

Lead data collection, quality assurance, and

  • analysis across all programs, disaggregating data by age, sex, disability, and location to surface intersectional patterns that inform more responsive programming.
  • Prepare timely, high-quality internal and donor reports that translate data into clear, honest narratives of progress, Mchallenges, and impact.
  • Track and report against donor-required KPIs
  • and results frameworks, ensuring donor accountability requirements stay aligned with community-defined measures of success.
  • Select, maintain, and troubleshoot IWEI's
  • digital data collection platform(s) and reporting dashboards, ensuring staff are equipped to use them effectively.

Program Learning & Adaptive Management

Work closely with Program Leads and Project

  • Officers to embed MEL findings directly into program design, adaptive management, and community feedback loops - ensuring evidence flows back to the communities that generated it, not only to donors.
  • Champion organizational learning by facilitating knowledge-sharing sessions, documenting lessons learned, and promoting localized ownership of evidence across the team.

Capacity Building & Safeguarding Feedback

Build MEL capacity across program staff,

  • Change Agents, and Paralegals, including training on ethical, safe, and survivor-centered data practices.
  • Maintain a confidential, child-accessible
  • feedback and complaints mechanism, and ensure any safeguarding concern surfaced
  • through MEL processes is escalated immediately per IWEI's safeguarding policy.

External Representation & Budget Input

  • Represent IWEI in donor MEL calls, sector
  • M&E communities of practice, and relevant external forums to strengthen learning and visibility.
  • Provide MEL-related cost estimates; including
  • enumerator, transport, and data collection tool costs to inform proposal and program budgets.

About you/must-haves for the position

A minimum of a university degree or its equivalent in statistics, social sciences, international development, or a related field. Master's degree in a relevant field and membership of a relevant professional M&E body is a plus.

  • A minimum of 3 years of professional MEL experience, with demonstrated ability to coordinate or lead MEL processes (e.g. managing a MEL framework, supervising data collection, or leading a reporting cycle).
  • Solid grounding in MEL fundamentals: theory of change development, logframes/results frameworks, indicator design (especially disaggregated by sex, age, disability), and MEL plan development from scratch
  • Comfort with both quantitative and qualitative methods - surveys and statistical analysis alongside FGDs, KIIs, and most - significant - change or outcome harvesting approaches'.
  • Ability to build and troubleshoot digital data collection tools: KoboToolbox, ODK, CommCare, e.t.c 
  • Data quality assurance systems - spot-checks, data verification protocols, handling data from field officers across multiple states
  • Demonstrated experience reporting against institutional donor frameworks (e.g. UNICEF, USAID, or similar UN/bilateral donors), including donor KPI tracking and results reporting.
  • Direct experience designing or managing safe, ethical data collection involving minors and/or survivors of abuse or exploitation, including informed consent/assent protocols and confidential feedback mechanisms.
  • Basic data visualization/dashboarding (Excel at minimum; Power BI or Tableau is a plus)
  • Fluency in Hausa and English, with the ability to work directly with community-based persons.
