Position Summary
The Country Director (CD) for Project HOPE Nigeria will lead and supervise all technical aspects of program design, implementation, monitoring, and evaluation of Project HOPE programs in Nigeria.
- The Country Director holds full delegated authority for strategic, programmatic, financial, human resources, and security decision-making for Project HOPE Nigeria, subject to the limits defined by HQ and the Africa Regional Director.
- They will represent Project HOPE before Nigerian government authorities, US government agencies, UN, and donor agencies in Nigeria, other NGOs/PVOs, and local partners and serve as the main liaison between Project HOPE Headquarters (HQ) and country operations, ensuring continuous communication.
- The Country Director will lead country-level strategy development, portfolio growth, organizational culture, leadership development, and succession planning.
Further, they will lead dissemination and compliance efforts, in line with Project HOPE’s mission statement and guidelines, promote Project HOPE efforts, and pursue opportunities for program expansion.
Principal & Technical Responsibilities:
Provide overall leadership for planning, implementation, monitoring, evaluation, and adaptive management of all programs, including routine field supervision and performance oversight.
- Manage the planning, implementation, monitoring, and evaluation of Project HOPE programs in Nigeria.
- Develop country specific strategic plan and proposals for programs in line with Project HOPE’s global operational framework, considering country priority needs and in collaboration with HQ Technical Unit.
- Coordinate with headquarters and country departments to design and implement high-quality programs, ensuring all programs are completed within time, within budget, achieving program objectives, and in line with principles, values, minimum standards, policies, and strategic plans.
- Supervise and assist Program Technical Directors/Program Managers to provide technical oversight to all technical staff employed in the country and participate in internal trainings, as required.
Compliance
Consolidate compliance, safeguarding, protection, risk assessment, investigations, and security governance under a single accountability framework.
- Oversee program operations and reporting, ensuring compliance with agency Project HOPE technical standards, policies and procedures, donor regulations, and local laws.
- Facilitate investigations on violations of policies as appropriate.
- Oversee the preparation of annual work plans and budgets.
- Ensure compliance with local labor, NGO, and technical laws or present concerns to the Regional Director / HQ Legal.
- Roll out protection risk assessment across all the projects and implement subsequent action plans for safeguarding.
- Support the implementation of the community-based feedback and response mechanisms across the mission.
Administrative And Financial Management Responsibilities
Qualifications
Minimum Qualifications
A Medical degree and a master’s degree in public health or a related field.
15+ years field-based experience, including managing large and complex multi-partner development programs and donor-funded projects, with at least 10 years in a senior management position.
- Experience with the Department of State and RMNCH programming.
- Leadership competencies, including integrity, emotional intelligence, resilience, and cross-cultural leadership, are expected at this executive level.
- Demonstrated ability to design and implement evidence-based approaches to meet project targets, especially under rigorous timelines.
Preferred Qualifications
Has strong working relationships with actors in the emergency/humanitarian response sector.
A people person, comfortable interacting with new people and groups, both one-on-one and in large gatherings.
- Ability to identify and analyze opportunities that contribute to strategic aims, translate them into practical plans, and implement them.
- Ability to exercise problem solving skills in day-to-day and crisis situations.
- Demonstrated resilience and stress management skills for self and team.
