A nationwide recruitment is currently ongoing for experienced State Oversight Leads to support the implementation of the Performance and Financial Management Officers (PFMOs) programme across Nigeria. 

This full-time opportunity is open to qualified professionals in all 36 states and the Federal Capital Territory (FCT), offering a unique chance to contribute to strengthening transparency and accountability in Nigeria’s primary healthcare system.

  • The PFMO programme operates across all 774 Local Government Areas (LGAs) in the country, with officers deployed at the primary healthcare level. 
  • These officers play a vital role in ensuring that healthcare funds are properly utilized by tracking expenditures, verifying financial and programmatic data, and promoting transparency in service delivery. 
  • The State Oversight Lead serves as the strategic focal point within each state, ensuring that these objectives are effectively achieved.

Role Overview

The State Oversight Lead is responsible for supervising and supporting a team of PFMO Consultants deployed across healthcare facilities within the state. 

  • The role involves providing leadership, ensuring operational efficiency, and maintaining high standards of data accuracy and financial accountability.
  • In addition, the State Lead acts as a key liaison between PFMO teams and government agencies, as well as other public  health stakeholders. 
  • This includes fostering strong partnerships, ensuring alignment with national health priorities, and supporting evidence-based decision-making through accurate reporting and analysis.

Key Responsibilities

The successful candidate will lead and manage a team of PFMO Consultants, ensuring they meet monthly operational targets and deliver high-quality outputs. 

  • The role includes overseeing field activities, monitoring performance, and providing guidance to enhance effectiveness.
  • The State Oversight Lead will also be responsible for analyzing both programmatic and financial data to ensure compliance with established standards and identify areas for improvement. 
  • Ensuring the accuracy and integrity of data collected across healthcare facilities is a critical component of the role.
  • Furthermore, the position requires active engagement with government agencies, health sector stakeholders, and partners to strengthen collaboration and improve healthcare service delivery. 
  • The role demands strong organizational capacity to manage multiple tasks simultaneously while maintaining efficiency and attention to detail.

Qualifications and Requirements

Applicants must possess at least an HND or Bachelor’s degree in Public Health or a related field. 

  • A strong background in public health, including experience engaging with key sector stakeholders, is essential.
  • Candidates should demonstrate proven experience in leading and managing field-based teams, particularly within large-scale or decentralized programmes. MStrong analytical skills are required, especially in interpreting both financial and programmatic data.
  • Excellent verbal and written communication skills are critical, alongside the ability to remain highly organized and manage competing priorities effectively. 

Candidates must also show a strong commitment to accountability, transparency, and improving healthcare systems.
